HOME ENERGY ASSISTANCE PROGRAM (HEAP)- Provides financial assistance to income and program-eligible households to help meet winter energy costs. WEATHERIZATION - Purchases and installs many types of energy conservation materials (within guidelines) for income-eligible homeowners and tenants. HOME OWNERSHIP EDUCATION - A 10-hour course to educate homeowners on successful home ownership and for those who aspire to own their own home on the essentials of purchasing a home. ENERGY CRISIS INTERVENTION PROGRAM (ECIP)- Provides up to $300 to income-eligible households for an emergency fuel delivery or an electrical disconnect emergency. It can also be used for minor furnace repairs. LOW INCOME ASSIST PROGRAM (LIAP) -An income-eligible payment assistance and incentive program. Qualified individuals receive a monthly credit on their Central Maine Power Company electric bill. CMP LINE EXTENSION PROGRAM - Provides up to $2800 in a credit against the cost of installation of electrical power to a new home. Income eligible at 115% of median income. CENTRAL HEATING IMPROVEMENT PROGRAM (CHIP) Provides up to $3000 in heating system improvements (such as evaluation, burner retrofit, repair, replacement and conversion) to income-eligible households. . ABOVE GROUND STORAGE TANK (AST) - Replaces heating oil storage tanks, for income-eligible households, that are leaking or in danger of leaking causing an oil discharge into the environment. TELEPHONE LIFELINE PROGRAM (TLP) - Provides a monthly credit on a households telephone bill. If an eligible client does not have a phone, it can help with an installation as well as the monthly credit. APPLIANCE REPLACEMENT PROGRAM (ARP) – Replaces inefficient light bulbs, waterbed mattresses, and refrigerators with energy efficient CFLs, regular mattresses, and refrigerators. ELDERLY HARDSHIP GRANTS – Grants up to $5000 are available to eligible homeowners over 60 years of age to make needed repairs to their home so they can continue to live there. HOUSING REVOLVING LOAN FUND – 3% loans are available to eligible homeowners to make health and safety or energy related repairs or improvements to their home. SEPTIC SYSTEM LOANS - 1% loans up to $15,000 are available to repair or replace an existing septic system. MAINE AMERICAN DREAM INITIATIVE – Forgivable loans are available for down payments, closing costs or gap funding up to $10,000. INFORMATION AND REFERRAL – Information on services in the area as well as how and where to access those services. |
